Loudspeakers on guided tours: bans, regulations and alternatives

For years the scene has been unremarkable: a guide, thirty people around them, and a small belt amplifier hanging from the waist. It is almost never a megaphone. Technically it often looks nothing like one.
To the new municipal ordinances, that distinction matters very little. Girona uses wording broad enough to close the argument: it bans megaphones, loudspeakers or any other device that amplifies the guide's explanations. Toledo writes "no se permite la utilización de altavoces o megáfonos". Palma, "no es permet utilitzar altaveus o megàfons". San Sebastián bans sound amplification equipment, "such as megaphones or microphones". If your belt pack amplifies your voice into public space, the product name is beside the point.
And this is no longer a conversation about what might happen some day. In several European cities, using that kind of amplification on a guided tour is now an offence with a price attached.
What is genuinely interesting is that some of those same rules also say what to replace it with. Girona expressly permits radioguides. Toledo requires individual audio systems in defined circumstances. Palma recommends audio guides. And at the Alhambra the individual system has been mandatory since 2016 for any group larger than six people.
So the story is not that a handful of cities are banning a device. It is that they are separating two different ways of delivering a voice: one that amplifies sound into public space, and one that delivers it individually to the people who came to listen. That difference is regulatory, but it is also acoustic. And it explains fairly well where this is heading.
What each rule actually says
There is no single European rule and no general ban. Every city regulates different areas, hours, sizes and exceptions. But the cases now form a pattern.
- Alhambra and Generalife. Group guiding systems (wireless microphone and headphones) are mandatory except where the group does not exceed six people, plus defined exceptions for specific programmes. Maximum 30 people per group, including the group leader and excluding under-3s. In force since the 2016 visiting rules.
- Venice. Since 1 August 2024, accompanied groups have been limited to 25 visitors, excluding the guide and with the specific exceptions defined by the rules, in the historic centre and on Murano, Burano and Torcello. Loudspeakers liable to cause confusion or disturbance are also banned.
- San Sebastián. Maximum 25 participants not counting the guide, and a ban on sound amplification equipment such as megaphones or microphones. Penalties run from 750 to 1,500 euros.
- Girona. Since 28 May 2025, 25 people plus the guide (30 plus the guide for school groups) and an express ban on megaphones, loudspeakers and any other amplifying device. Radioguides remain permitted as a system that enables explanations without generating ambient noise.
- Palma. Article 50 bis of its Civic Coexistence Ordinance: maximum 35 people including the guide, and loudspeakers and megaphones are not permitted, with audio guides recommended. On bicycle or personal-mobility-vehicle tours the cap drops to 4 people. It is a minor infringement carrying a fine of up to 750 euros, and the guide is liable.
- Toledo. Article 8 of its ordinance on coexistence and sustainable management of tourist flows: loudspeakers and megaphones are not permitted, and individual audio systems are mandatory whenever the group exceeds 30 people or the activity runs after 23:00.
This list summarises rules that contain exceptions and specific territorial scopes. If you work in any of these cities, always check the text currently in force before organising a visit.
The Alhambra has been doing it for nearly a decade
The oldest and most explicit case is not a city. It is a monument.
The visiting rules of the Alhambra and Generalife establish that, in order to reduce noise levels in its spaces, group guiding systems are mandatory — wireless microphone and headphones — with two exceptions: specific programmes and exceptional situations that prevent their use, and groups of no more than six people.
That threshold is worth reading slowly, because it is far lower than people assume. These are not large groups. From seven people upwards, the individual system is compulsory. And it has been that way since the 2016 resolution, long before any European capital considered regulating loudspeakers in the street.
The stated motivation is the telling part: reducing noise levels in the spaces. Not improving the visitor experience, although it does improve it. The same logic now appearing in Girona, Toledo and Palma had been running inside a monument for nine years.
Hearing louder is not understanding better
To see why a radioguide and a loudspeaker behave differently, you have to separate three variables: the guide's voice, ambient noise and distance.
The central concept is the signal-to-noise ratio: the level of the signal minus the level of the noise. If the voice reaches the listener at 70 dB and ambient noise sits at 55 dB, the ratio is +15 dB. If noise climbs to 65 with the voice unchanged, it falls to +5 dB. And if voice and noise arrive at the same level, the ratio is 0 dB.
That this ratio matters is well documented. A study by Bradley and Sato published in the *Journal of the Acoustical Society of America* in 2008, carried out in 41 classrooms across 12 schools, found a significant relationship between signal-to-noise ratio and speech intelligibility. The ANSI/ASA S12.60 classroom acoustics standard works from criteria designed to achieve adequate intelligibility in educational spaces, with the practical reference around +15 dB.
An important qualification belongs here: a tourist square is not a classroom. It would make no sense to turn a school acoustics recommendation into a binding limit for a guided tour. But the physical principle is the same. The less the voice stands above the noise reaching the listener, the harder it is to understand.
A purely illustrative example, with the voice fixed at 70 dB at the visitor's ear:

These numbers are arithmetic, not a measurement of a real tour. But they make one thing clear that any guide will recognise: the situation can get much worse without the guide having lowered their voice at all. The noise around them only has to rise.
Distance adds a second problem
Now suppose noise stays constant and what changes is the distance between the guide and each visitor.
In a free field, the level of a point source falls by roughly 6 dB every time distance doubles. It is the acoustic consequence of the inverse square law.
Ideal free-field propagation model. Buildings, reflections, obstacles and directionality can change these values on a real street.

A street is not a perfect free field: there are façades, reflections, obstacles and the real directionality of the loudspeaker. But as an approximation it explains the phenomenon. In the ideal model, someone standing eight metres away receives about 12 dB less direct level than someone at two.
And here is the problem a loudspeaker cannot solve. Picture Ana, 2 metres from the guide, and Luis, at 8. There are roughly 12 dB between them. The guide turns the volume up by 5 dB: Ana gets 5 dB more, and so does Luis. The gap between them is still 12 dB. Another 5 dB does exactly the same thing.
Amplification raises the absolute level. It does not change the geometry of the group. Which is why trying to fix the back row by turning the speaker up produces something paradoxical: the front row receives ever more level, the back row improves but stays at a disadvantage, and the sound projected outside the group grows in the same proportion.
Which is why it collides with public space
This is probably the heart of the whole debate. For a distant listener to hear a loudspeaker better, more acoustic energy has to be pushed into the space. And that energy does not distinguish who paid for the tour: it reaches the terraces, the homes, the shops, the pedestrians and the group next door just the same.
The neighbour's problem and the back row's problem are largely the same physical phenomenon seen from two positions. The guide needs to get the signal to travel; the authority is trying to stop that from raising the noise of shared space. The new ordinances resolve that conflict by separating the receiver from the shared space.
The Lombard effect: noise that generates more noise
There is also a human response that can make it worse. When we speak in a noisy environment we involuntarily change our voice and, among other things, raise its level. This is the Lombard effect.
A study by Södersten, Granqvist, Hammarberg and Szabo, published in the *Journal of Voice* in 2002, used binaural recordings to measure the vocal behaviour of preschool teachers. It found a mean background noise of 76.1 dBA in the centres studied, and that at work they spoke on average 9.1 dB louder than in the baseline measurements.
The study did not look at guided tours, and those 9.1 dB should not be transferred wholesale to a guide in a square. What matters is the mechanism: when the noise around us rises, we tend to raise our own output.
Now picture a square with three groups. One amplifies. The noise perceived by the second rises, and the second raises its level. The third receives more noise and responds the same way. This does not mean every square behaves like that, or that an exact figure can be put on it without measuring. It means a self-reinforcing mechanism exists: more noise, more vocal effort, more noise still.
Amplifying and moving closer are not the same solution
The whole technological difference fits in one sentence: a loudspeaker tries to carry the source further; individual audio brings the playback closer to the listener.
With a belt amplifier the acoustic source is still next to the guide. What each visitor receives still depends on distance, obstacles, speaker orientation, reflections and ambient noise. In fairness, a belt pack does reduce the guide's vocal effort, which is not nothing. But it does not change the geometry.
In an individual system the voice travels electronically to the visitor's device and is reproduced close to their ear. The physical distance between guide and visitor stops being the factor that determines the level of the reproduced voice. Someone twenty metres away can receive the same signal as someone at three, each person sets their own volume, the guide speaks close to conversational level, and there is no need to turn the whole square into the audio distribution system.
Headphones do not abolish acoustics either, and that should be said. Anyone wearing open earphones still hears the outside noise, volume setting still matters, and connection quality matters too. But the guide's signal no longer has to physically fight its way across eight, fifteen or twenty metres of noisy square. That journey now happens electronically.
Group size may weigh more than the loudspeaker
For a tour operator there is another part of these rules that is probably more consequential financially: capacity.
Palma sets 35 people including the guide, and only 4 on bicycle or personal-mobility-vehicle tours. Girona, 25 plus the guide. San Sebastián, 25 not counting the guide. Venice, 25 visitors excluding the guide and with specific exceptions. Toledo brings in restrictions for groups over 30 on the streets listed in its annex. The Alhambra, 30 per group.
That can reshape operations before audio even comes up. If a departure of 40 visitors has to become two of 20, new costs appear immediately. And the type of audio system matters again here: with conventional radioguides you need enough physical transmitters and receivers for each simultaneous group, whereas if the receiver is the visitor's own phone, splitting the group does not mean duplicating an inventory.
Technology does not remove the capacity limit. But it changes the cost of adapting to it considerably.
Radioguides solved the acoustics; the logistics remain
The traditional alternative to the loudspeaker has been around for decades, and acoustically the idea is sound: the guide uses a transmitter, each visitor receives the signal individually and listens through an earpiece.
The problem shows up when you multiply it by thirty or forty people. You have to own the receivers, transport them, keep them charged, hand them out, explain how they work, collect them, check they all came back and prepare them for the next tour. For a long time that was simply the operating price of individual audio.
But one piece has changed. Many visitors carry a phone capable of receiving audio. Operators should not assume that everyone has a compatible device, enough battery, earphones or a suitable setup.
That makes it possible, for the first time, to separate two things that used to come together: individual audio no longer has to mean a physical receiver supplied by the guide.
Echoris: the visitor's phone as the receiver
That is the problem we are trying to solve with Echoris. The guide broadcasts their voice live from their own phone; visitors join the session from theirs and listen through their own headphones at their own volume. There is no belt pack amplifying for the whole square, but there are also no thirty devices to hand out at the start and thirty to collect at the end. The flow exists, but its physical capacity and compatibility are not yet certified for general professional use.
The idea is simple: keep the acoustic advantage of individual audio and remove, as far as possible, the logistics of a dedicated receiver.
None of this is magic either. The visitor needs a compatible phone and some way to listen. The connection has to work. If headphones are advisable, that belongs in the booking confirmation and not in the moment the group assembles. And a short connection window at the start is still necessary. What changes is the operating model: the equipment the guide used to carry is already in the pockets of much of the group.

What to check before your next tour
Regulations change and each city uses different criteria. Before working with a group, review the municipal text in force, the geographical area it covers, the maximum capacity, any time restrictions and which audio systems are permitted.
- Sort out individual audio before you need it, not after the first penalty. In Toledo, for large groups, it is no longer optional; at the Alhambra, from seven people upwards, neither is it.
- Display your official credential. Palma, Toledo and San Sebastián all require it expressly, and it is among the first things checked.
- Say so at booking time if the system requires headphones.
- Build the connection minute into the tour, so it does not look like a fault.
- Do not conflate three separate problems: maximum capacity, amplification in public space, and how each visitor receives the explanation. Technology only solves the third, but solving it well makes the other two considerably easier.
One detail that often gets missed: in both Palma and Toledo the rules state expressly that the person responsible for the group answers for non-compliance. If you work freelance, the risk is yours, not the agency's that sold the tour.
A trend, not a general ban
It is worth ending with the same caution we began with. As of August 2026 there is no general ban on loudspeakers for guided tours in Europe, and in many cities they are still used legally. The rules examined here are not identical either: they have different scopes, exceptions, definitions and penalty regimes. It would be wrong to claim that "Europe has banned megaphones". It has not.
What can be documented is something else: several tourist cities have begun to limit group size and sound amplification at the same time, and some have gone further and expressly pointed to individual audio as the alternative. Girona permits radioguides, Palma recommends audio guides, Toledo requires them in defined circumstances, the Alhambra has required them since 2016, and the UK's Institute of Tourist Guiding proposes personal headsets for large groups.
When different places independently arrive at similar answers to the same problem, it is worth paying attention. Perhaps the relevant question for a guide is no longer how much volume they need for the whole group to hear them, but a rather different one: why are they still amplifying their voice for an entire square when the only people who need to hear it are the ones standing with them?
